This panel was moderated by John Juergensen (right), an at-large member of the CAVC Bar Association Board of Governors and Chair of its Programs Committee. In the moments before the recording begins, Mr. Juergensen introduced the panelists, Chief Judge Michael P. Allen (second from right); Judge Margaret Bartley (second from left); and Judge Scott J. Laurer (left), all of the U.S. Court of Appeals for Veterans Claims. Mr. Juergensen explained that panel discussion would first address issues surrounding briefing before turning to issues surrounding oral arguments.
As the recording begins, panelists are responding to the first question of the program, which inquired about any best practices that may be observed by counsel for appellants when drafting briefs for submission to the Court.
